The neighborhood in DC where St. Stephens is located is called Columbia Heights or Mount Pleasant. The neighborhood where the Black Cat is located is called U Street/Cardozo. Of the locations you named, the closest would probably be Dupont Circle or Woodley Park (both of these are in NW). The issue is both of those are on the red line of the metro and both St. Stephens and Black Cat are near green line metro stations. It's still not a long metro ride, but you will have to change lines. Of the DC suburbs, if Takoma Park or Silver Spring (both in Maryland) are options, they are also pretty close/convenient and are also both on the red line. If Hyattsville or College Park (also both in Maryland, but in a different county) are options, they are close and convenient and both on the green line. Depending on the Northeast Area neighborhood, it might also be convenient. Brookland and Fort Totten, for instance, would also be convenient locations.
